Yvette Cooper: To ask the Minister of Agriculture, Fisheries and Food if he will list the pilot projects instigated by his Department since 1 May 1997, indicating the area in which each pilot took, or is taking, place. [72635] Mr. Morley: The list of pilot projects instigated by MAFF since 1 May 1997 is as follows: Arable Stewardship Pilot Scheme--This project aims to help restore wildlife in arable farmland areas. Grants are available in two areas, East Anglia and West Midlands. This is a three-year pilot scheme, launched in January 1998. The Uplands Experiment--This project involves an integrated approach to a number of existing grant schemes including Countryside Stewardship rather than a new scheme and will be available in two areas, Forest of Bowland in Lancashire and Bodmin Moor in Cornwall. This is a 2 year pilot due to be launched on 1 March. "Operation Gangmaster"--This project seeks to clamp down on exploitative agricultural gangmasters: co-ordinated enforcement by up to 8 agencies of legislation relevant to casual and seasonal workers, in East Anglia/East Midland area. It began in the 1998 summer season. Flood and Coastal Defence Capital Programme--The Environment Agency, in liaison with MAFF, is undertaking a formal test of the market on two pilot Public Private Partnership (Private Finance Initiative) projects--at Pevensey Bay in Sussex and Broadland in Norfolk. Both schemes have been included on the HM Treasury list of "significant projects" and have been given "pathfinder status". Invitation to Negotiate documents were issued on Pevensey in September 1998 and Broadland in October 1998, and the Agency will continue negotiations with selected consortiums with a view to contracts being let in Autumn 1999. The wider application of this procurement approach to the flood and coastal defence programme will be examined in the light of experience gained from these two pilot projects. A pilot study in the UK is being conducted in preparation for a National Survey on the "Microbiological quality and Heat Processing of Cows Milk". A project on the development and testing of a manual designed to help farmers minimise waste was completed in February 1998. Areas covered were Cheshire, Herefordshire, Lancashire, Lincolnshire, Nottinghamshire, Shropshire, Staffordshire, and Dyfed. A large-scale anonymous postal survey of British sheep farmers concerning the incidence of scrapie took place in November/December 1998 from which the data are presently being analysed. Two pilot studies preceded this survey: (i) In February 1998, a pilot study of 20 farmers in England and Wales nominated by their veterinary surgeons was conducted to investigate whether a survey of sheep farmers could obtain a valid estimate of the incidence of sheep scrapie. (ii) A pilot study conducted in May-June 1998 trialled questionnaires amongst 300 sheep farmers throughout Great Britain. Mr. Jack: To ask the Minister of Agriculture, Fisheries and Food what is the current statistical risk of dying from new variant CJD as a result of the consumption of beef on the bone (a) using 1999 data together with the SEAC published 1997 risk analysis formula and (b) provided to him by his Department. [70089] Mr. Rooker: It has still not been established that nvCJD is caused by exposure to BSE infectivity in food, but the Government, based on expert scientific advice, have always proceeded on the assumption that it could be. There continues to be great uncertainty about the nature of new variant CJD and about how susceptible people may be to infection. It is, therefore, not possible to estimate the current statistical risk of dying from the disease as a result of consuming beef or beef products which had been cooked on the bone. In its 1997 advice, the Spongiform Encephalopathy Advisory Committee (SEAC) quoted an estimate of a 1 in 20 chance of one case of nvCJD arising as a consequence of exposure to infectivity in dorsal root ganglia in 1998. In November 1998 SEAC concluded that it was still not known how many people had become infected with nvCJD as a result of exposure to the BSE agent, nor how much BSE infectivity is needed to cause disease. Consequently predictions as to public health risks are very uncertain and SEAC did not quote specific levels of risk. However, the Committee was of the opinion that, in view of the continued decline in the BSE epidemic, the number of infected cows entering the human food chain would be less in November 1998 than in 1997. On this basis, the Committee concluded that any risk from dorsal root ganglia and bone marrow in 1999 is less than it was 12 months previously. The pattern of experimental results obtained with bone marrow led the Committee to conclude that the risk, if any, from that tissue is likely to be very small. With the Over Thirty Month Scheme in place, the Committee thought it likely that the risk from dorsal root ganglia is also very small and negligible in comparison to the possible risk earlier in the epidemic. Due to the uncertainty, neither SEAC nor Departmental officials has sought to quantify the risks numerically. The decision to retain the controls on the sale, use and disposal of beef bones was made for the reasons explained to the House by my right hon. Friend the Minister on 4 February 1999, Official Report, columns 1077-82.

[71327] Mr. Nick Brown: Subject to the Ministry's Spring Supplementary Estimate being agreed by Parliament, the Cash limit for Class IV Vote 2 for 1998-99 will be increased by £35,523,000 from £711,300,000 to £746,823,000, and the Gross Running Cost Control limit will be increased by £6,637,000 from £355,230,000 to £361,867,000. Benefits Qualifying criteria Jobseekers Allowance Certain unemployed young people in prescribed groups, such as those at the end of the Child Benefit Extension Period can get JSA, as can those who can demonstrate that they would suffer severe hardship if JSA was not paid. Young people who are estranged from, or living apart from, their parents for good reasons (including the possibility of abuse) are one of the groups who can get JSA while looking for work or training. Income support Those incapable of work by reason of pregnancy, and those within 11 weeks of their expected week of confinement and up to 7 weeks following the date on which the pregnancy ends; Social fund maternity payments Awarded to recipients of Income Support, income-based Jobseeker's Allowance, Family Credit or Disability Working Allowance (or, if under 19, be a member of a family where one of these benefits has been awarded) who make the claim within the prescribed time limits Housing Benefit Young people who live independently and have a liability to pay a commercial rent are entitled to claim Housing Benefit, irrespective of whether they are pregnant. If entitled they will receive the normal under 25 personal allowance (currently £39.85) Council Tax Benefit As there is no liability for Council Tax from anyone under 18, Council Tax Benefit is not paid to this group Statutory Maternity Pay (a) that she must have been continuously employed by her employer for at least 26 weeks into the 15th week (the qualifying week) before her expected week of childbirth and to have stopped work for that employer; (b) that her normal weekly earnings for the period of 8 weeks ending with the qualifying week are not less than the lower earnings limit for the payment of national insurance contributions; (c) that she is pregnant and has reached or been confined before reaching the start of the 11th week before the expected week of childbirth. Maternity Allowance (a) that she is pregnant and has reached, or has been confined before reaching the start of the 11th week before the expected week of childbirth; (b) that she has been employed or self-employed for at least 26 weeks in the 66 weeks immediately preceding the expected week of childbirth; (c) that she has actual paid employed earners and/or self employed earners national insurance contributions for at least 26 weeks in the 66 weeks immediately preceding the expected week of childbirth; (d) that she is not entitled to Statutory Maternity Pay for the same week in respect of the same pregnancy. Mr. Bradshaw: To ask the Minister of Agriculture, Fisheries and Food what conclusions he and the Secretary of State for Wales have reached following their review of the law relating to the drinking of raw cows' milk in England and Wales; and if he will make a statement. [67090] Mr. Nick Brown: My right hon. Friend the Secretary of State for Wales and I have decided not to stop the sale of raw cows' drinking milk in England and Wales. However, we intend to introduce tighter checks to benefit consumers who choose to drink raw cows' milk. The new measures will include increasing the frequency of official microbiological sample testing of raw cows' drinking milk at production premises to four times a year and increasing the frequency of official inspections of registered raw cows' milk production holdings to once a year. These measures will begin immediately. Raw milk producers will continue to pay for official checks, and we will be putting in hand arrangements to extend the scope of enforcement at production holdings. In addition, we intend that on-farm caterers will no longer be exempted from the charges for microbiological sample testing, and also that the full costs of inspection and sample testing will be recovered. This will necessitate changes to the relevant regulations, and in due course we will issue draft regulations for public consultation. There is already a requirement to label raw cows' drinking milk with a public health warning. We will be putting into place arrangements to ensure this is given greater prominence. In addition, these arrangements will also require that labels on retail packaging, and notices displayed at on-farm catering premises, must include the Chief Medical Officer's advice, which is that children, pregnant women, elderly people and those who are currently unwell or have a chronic illness should not consume raw cows' milk. We emphasise in the strongest possible terms that the industry is responsible, and remains responsible, for the production of safe food. Producers of raw cows' drinking milk must ensure that it is produced to the best hygienic standards.

Mr. McGrady: To ask the Secretary of State for Northern Ireland what steps she is taking to alleviate the crisis in each sector of the agricultural industry in Northern Ireland. [59152] Mr. Paul Murphy: In the past twelve months Grants and Subsidies payments worth over £200 million have been made to farmers in Northern Ireland. Included in these payments are the aid packages announced by my right hon. Friend the Member for Copeland (Dr. Cunningham), the then Minister of Agriculture, Fisheries and Food, in December 1997 and February 1998. In addition, the Prime Minister announced an additional £7 million for processing and marketing grants over the next three years to improve competitiveness in the agri-food industry and enable value to be added to what is produced on Northern Ireland farms. Following the recent hard work by both Government and the industry to secure the lifting of the beef export ban, exports of beef from Northern Ireland have now commenced on a commercial scale. In recognition of the fact that it will take considerable effort to regain lost markets for Northern Ireland beef, the Chancellor of the Exchequer has put forward £2 million over the next three years to support the marketing work of the industry. Government are continuing to press for the introduction of a Date Based Export Scheme, which will bring benefit to more Northern Ireland farmers. More favourable beef intervention arrangements have been secured for Northern Ireland and "flagged" suckler cow producers have received financial aid totalling £0.5 million. Pig producers have been paid almost £0.5 million under the Pig Welfare Slaughter Scheme and export refunds for pigmeat were further increased on 15 October. DANI and the IDB are working with Unigate to enable them to take forward their re-investment plans in Northern Ireland with all reasonable speed. Private Storage for sheepmeat will operate from 19 October to 20 November 1998 in the UK. 80 per cent. of beef special premium and suckler cow premium has been paid up front, rather than 60 per cent. as in previous years. £38 million in advance payments have been made to Beef and Suckler Cow producers in the last 2 weeks. This is some 2 months earlier than has been achieved in recent years. Around £6.3 million of Sheep Annual Premium (SAP) payments (2nd advance) were brought forward from December 1998 to October. Arrangements are in hand to expedite Hill Livestock Compensatory Allowance (HLCA) payments in the Spring of 1999. On top of this, Government also announced, on 16 November 1998, Official Report, columns 624-40 a special aid package for UK farmers amounting to some £125 million. This package is likely to be worth some £19 million to Northern Ireland farmers and will include payment of agrimonetary compensation, an increase in HLCA's and the temporary continuation of the Calf Processing Aid Scheme (CPAS).

Mr. Gill: To ask the Minister of Agriculture, Fisheries and Food what is (a) the maximum permissible and (b) the actual or anticipated total of agrimonetary compensatory amounts paid out in 1997-98 and 1998-99. [55945] Mr. Rooker: It is not possible to split the agrimonetary compensatory amounts into periods as specified in the question. The total amount that was available to the UK over the period in question is around £958 million, half of which could be reclaimed from the EU budget. This is broken down in the table. The bulk of this compensation was generated by green pound revaluations in 1997. On 18 December 1997 we announced our intention to access some £85 million of this aid. Payment of this compensation has now been made, with £72.5 million of the aid resulting from the four revaluations of 1997 being paid to suckler cow producers, and £12.5 million being paid to sheep producers to compensate for the drop in their 1998 SAPS payments. This aid has provided substantial additional assistance to the livestock sector. As we indicated at the time, it was an exceptional response to exceptional circumstances. Nevertheless, recognising the difficulties being faced by the industry we are maintaining close contact with the farming unions and other interested organisations and keeping the situation under review. [54665] Mr. Rooker: The Veterinary Medicines Directorate is responsible for a large scale random sampling surveillance programme for residues of veterinary medicines in meat. Under the National Surveillance Scheme samples which reflect the supply profile of red meat to the consumer are taken at randomly selected slaughterhouses and on-farm. The presence of sulphonamides in cattle, sheep and pigs is specifically monitored using a multi-residue method. Directive 86/469/EEC, which until the end of 1997 prescribed the number of samples tested for each substance, required a greater proportion of pigs to be tested for sulphonamides because they are more often used in the treatment of pigs compared to cattle or sheep. What studies have been conducted into the amounts of pirimiphos-methyl likely to be ingested over their lifetime by: dairy cows and barley beef fed on diets which include the whole grain and bran which has been treated with that chemical over an extended period on the farm, in intervention stores and by feed manufacturers; and what effects this diet alone, or when combined with treatment of the animals with phosmet warble fly dressing, organophosphate impregnated fly tags or collars and synthetic pyrethroid insecticides, would have upon the brains, central, autonomic and peripheral nervous systems and reproductive systems of the animals; and if there have been no such studies, whether they will commission this research using each chemical at the levels generally in use between 1980 and 1990. Dr. Gibson: To ask the Secretary of State for the Environment, Transport and the Regions what plans he has made to identify the location of areas with high levels of (a) dioxins, (b) PCBs, (c) radon and (d) organic chemicals. [43133] Angela Eagle: (a) Dioxins and (b) PCBs Dioxins and PCBs are ubiquitous pollutants which are found at low levels in the environment across the country. Small areas of elevated dioxin levels may be detected in the vicinity of processes which produce these chemicals as unwanted by-products. The Environment Agency (and formerly Her Majesty's Inspectorate of Pollution) have identified those processes with the potential to produce dioxins in order to regulate their emissions. The Ministry of Agriculture, Fisheries and Food (MAFF) has, since 1993, analysed for dioxins in samples of cows' milk collected from individual farms in the vicinity of potential industrial sources of these chemicals. Samples collected since 1994 have also been analysed for polychlorinated biphenyls (PCBs); all results have been published. Polychlorinated biphenyls (PCBs) have not been manufactured in the UK since the late 1970s and their sole remaining use is sealed inside some electrical equipment. Their presence in the environment is likely to be due to historical uses. However, my Department and the Environment Agency are supporting research to identify the main sources of PCBs for human exposure. (c) Radon Since 1987 my Department has funded a programme to identify the areas of England affected by radon, and to offer free radon measurements to householders in the most affected areas. Similar programmes are undertaken in Wales, Scotland and Northern Ireland, and are the responsibilities of the respective Secretaries of State. In 1996, as a result of this programme, the National Radiological Protection Board (NRPB) published maps of England, based on 5 km ordnance survey grid squares, showing the percentage probability of homes being above the radon "Action Level" (the level above which we recommend that remedial action should be taken). In January of this year, invitations for free measurement were issued in order to complete a two-year programme to offer such measurements to every home in England with a greater than 5 per cent. probability of being above the Action Level. (d) Organic Chemicals My Department has funded the continuous real time measurement of 25 organic chemicals in the air since 1993. The compounds measured have been selected because of their photochemical oxidant formation potential and possible health impacts. There are 13 sites in the network, including roadside, urban background and rural locations. Results of the monitoring are published annually in the Department's Digest of Environmental Statistics, and are available on the Department's Internet site. In addition my Department has recently begun work to investigate the levels of benzene in the vicinity of petrol stations.

Mr. Paice: To ask the Minister of Agriculture, Fisheries and Food if he will list the deadlines for all payments to be made by his Department where annual claims are required; and if he will give the timescale for payment after receipt of claim for all other schemes. [41608] Mr. Rooker: The statutory payment deadlines for schemes administered by the Department, which require annual claims to be made, are as set out. (These do not include scheme payments by the Intervention Board). Arable Area Payments Scheme for cereals, linseed, proteins and set-aside (other than set-aside used for the production of non-food crops): by 31 December of the year of harvest. Payments on oilseeds are made in two instalments; an advance payment by 30 September of the year of harvest followed by a final payment within 60 days of the date of publication of the Regulation fixing the final regional reference amounts in the Official Journal of the European Communities (generally in February or March of the year following harvest). For set-aside land on which non-food crops are grown, the final date for payment is 31 March in the year following harvest. Grain Legumes Scheme: 60 days after the date of publication of the final amount of aid, which generally takes place during December of the marketing year in question. Suckler Cow Premium Scheme and the Beef Special Premium Scheme: except in duly justified exceptional circumstances, by 30 June of the year following the calendar year in respect of which the premium is applied for. Sheep Annual Premium Scheme: by 15 October following the end of the marketing year in respect of which the premium has been granted. Agri-environment Schemes: no later than 4 months after the end of the period to which the payment relates. In England, the schemes covered by this provision are: Countryside Stewardship, Environmentally Sensitive Areas, Nitrate Sensitive Areas, the Organic Aid Scheme, the Habitat Scheme, the Countryside Access Scheme and the Moorland Scheme. Payment periods vary both within and between these schemes. Apple and Pear Orchard Grubbing Up Grant Scheme 1998: not later than 4 months after the land has been inspected by MAFF officials to establish that grubbing up of the trees has taken place. There are two schemes operated by the Ministry for which statutory payment deadlines apply but for which there is no requirement for annual claims. These are, firstly, the Farm Woodland Premium Scheme, for which the first annual payment is made during the twelve months following the payment of the first instalment of grant under the Forestry Commission's Woodland Grant Scheme, and for which subsequent annual payments are made on 16 October in each year or on such other date as my right hon. Friend may decide; and, secondly, the Farm Woodland Scheme, for which annual payments are made on 1 October in each year or on such other date as my right hon. Friend may decide. The Department also administers a number of other schemes for which statutory payment deadlines have not been laid down.

Mr. Levitt: To ask the Minister of Agriculture, Fisheries and Food what rates of aid will be paid to beef and sheep producers as a result of the package announced on 22 December; and if he will make a statement. [27628] Dr. John Cunningham: I indicated in my statement that consultation with the Commission would be necessary. The Commission was not able to approve my proposals for an increase in HLCA rates for one year only, but Commissioner Fischler has co-operated with me in devising an acceptable alternative which maintains the overall value of the package at £85 million and divides the benefit between sheep and beef producers as I had originally proposed. I shall now therefore be utilising £85 million of the EU compensation available to off-set the effects of sterling green rate revaluations. £72.5 million will go to suckler cow producers on the basis of their 1996 claims; £12.5 million will go to sheep producers on the basis of their 1997 ewe premium claims. The latter sum will be drawn from compensation to be calculated in respect of the livestock headage payments whose rate is determined each year by the green rate applying on 1 January. For suckler cows, the rate of aid will be £44.20 per head. Precise figures for sheep will be determined shortly but I expect them to be around 50p per head at the basic rate and 73p per head in the LFA. I will separately be laying an order maintaining HCLA rates for 1998 at their 1996 levels.

Mr. Laurence Robertson: To ask the Minister of Agriculture, Fisheries and Food what subsidies are paid to beef farmers in (a) the United Kingdom and (b) other European Union countries. [23358] Mr. Rooker: Beef farmers in all EU Member States, including the UK, may apply for subsidies under two EU-funded headage Schemes. The Suckler Cow Premium (SCP) Scheme provides an annual payment in respect of female breeding animals, while the Beef Special Premium (BSP) Scheme provides either one or two payments in respect of each male animal fattened for slaughter. Automatic "extensification" payments are made under both schemes to claimants with stocking rates below set levels. Additional EU-funded SCP payments are made to producers in geographical areas within the Union, including Northern Ireland, which meet certain economic and agricultural criteria. Limited nationally funded SCP payments are also made in some Member States. A Deseasonalisation Premium, designed to encourage a more even pattern of slaughterings throughout the year, may also be paid to producers in Member States where concentration of slaughtering in a certain time frame has historically proved a problem. All EU producers in Less Favoured Areas may additionally claim under national schemes (part-EU funded) designed to offset the structural handicap they face. In the UK, payments are made per head of eligible breeding cow under the Hill Livestock Compensatory Allowances scheme.
