Question

To ask the Secretary of State for Wales what factors underlie the delays in payments of (a) HLCA, (b) sheep annual premium and (c) suckler cow premium.

Answer

Mr. Evans: To ask the Secretary of State for Wales what factors underlie the delays in payments of (a) HLCA, (b) sheep annual premium and (c) suckler cow premium. [53246] Mr. Ron Davies: Payments were delayed because of the need to comply with additional EC finance data requirements, requirements under the SCP Scheme to administer a BSE-related compensation scheme, and to process Agrimonetary compensation schemes under SAP and SCP on top of the usual business commitment. The need to complete Integrated Administration and Control System (IASC) Whole Farm Inspections was also a delaying factor. [Continued in column 369]
