Mr. Barry Jones: To ask the Secretary of State for Wales if he will make available top-up payments to producers of clean beef
carcases under 30 months of age; and if he will make a statement.[38091]
Mr. Jonathan Evans: Top-up payments of £23.13 and £19.70 per animal under the suckler cow and beef special premium schemes
respectively will be made this summer. In addition a further £29 million is being made available to help beef producers and we are
considering in consultation with the Welsh farming unions how to put this to best use.

Mr. Campbell-Savours: to ask the Minister of Agriculture, Fisheries and Food to what extent (a) antibody and (b) other research
carried out at the central veterinary laboratory into the infectivity of BSE in the ileum indicates infectivity of BSE eight months
prior to an animal displaying clinical signs of BSE.[32324]
Mrs. Browning: [holding answer 17 June 1996]: No PrP antibody test has been established that in BSE can specifically detect the
altered protein in the ileum-- assuming the protein to be a proxy for infectivity. Further work is planned in this area.
Research at CVL into infectivity of BSE in the ileum has been confined to mouse bioassay of this tissue from cattle experimentally
infected by oral dosing using a large dose of affected cow brains. Groups of infected cattle were then killed at sequential four
month intervals and their tissues were sampled for bioassay of infectivity. Results of the study are incomplete, but so far
infectivity has been detected in ileum of cattle from six months to 18 months after dosing. Those cattle which remained in the study
developed clinical signs of BSE at 35 to 37 months after dosing. The results of assays started after 18 months post challenge are
not yet available. Thus the studies indicate that, under these specified experimental conditions, infectivity is detectable by
bioassay in mice from six months to at least 18 months after dosing.
There is no evidence from the research or otherwise at present that infectivity and/or the altered PrP protein in BSE can be
detected eight months prior to the onset of clinical disease.

That this House is opposed to the Calf Processing Aid Scheme, under which over ??100 is paid for each male dairy calf which is slaughtered when it is less than 10 days old; notes that this scheme has nothing to do with eradicating BSE; believes it is ethically unacceptable for newly-born calves to be slaughtered en masse when they have known almost no life at all; is concerned about reports in the farming press that some calves aged less than seven days are being taken to market in breach of the law; believes that dairy bull calves should neither be slaughtered under this scheme nor exported for rearing in continental veal crates but should instead be reared in the United Kingdom to supply the lower end of the beef market hitherto filled by the older cull cows whose meat is now excluded from the food chain; and urges Her Majesty's Government to abandon the calf slaughter scheme as it involves treating calves as the unwanted waste products of the dairy industry, rather than as sentient beings capable of feeling pain and fear.

Mr. Viggers: To ask the Minister of Agriculture, Fisheries and Food if he will make a statement on Her Majesty's Government's policy
on the use of avoparcin with particular reference to his assessment of the available data for the European Commission's Scientific
Committee for Animal Nutrition.[31947]
Mrs. Browning: [holding answer 7 June 1996]:
Avoparcin is authorised for use throughout the Community as an additive in animal feeds under directive 70/524/EEC. No feed additive
is permitted unless it satisfies the criteria set out in the directive, including a requirement that, at the level permitted in
feeding stuffs, it does not adversely affect human or animal health or the environment.
In July 1995, as a result of concerns expressed by Denmark, the Council of Ministers decided not to support the continued
authorisation of avoparcin for use in feed for dairy cows. The Scientific Committee for Animal Nutrition has recently considered
data presented by the Danish authorities and their report is expected to be made available to member states shortly.
The Government will continue to argue that any future decisions on the authorisation of avoparcin must be taken on the basis of good
scientific evidence.

Mr. Gwilym Jones: The beef special premium and suckler cow premium schemes are available to assist beef producers. I have arranged
for payments of subsidies to Welsh beef producer to be accelerated and over £66 million--representing 90 per cent. of livestock
payments--was paid during April 1996. In addition, the Commission is recommending supplementary payments under these schemes which
the Agriculture Council is considering this week.

Mr. Hague: The over 30-month slaughter scheme is being run by the intervention board executive agency. I understand that producers
will be asked to notify the board of all the animals on which they wish to claim interim payments before the end of June and that
payments will be made in the first half of July.

in the United Kingdom to dispose of culled cattle.[30412]
Mr. Boswell: [holding answer 21 May 1996]: The Minister of Agriculture, Fisheries and Food announced in the House on 16 April that
cull cows would be rendered and the resultant material disposed of by the best practical environmental option. At present there are
10 incinerators approved to burn suspect BSE cases with an estimated capacity of 40,000 carcases per annum. Some of the limited
spare capacity available in these incinerators is being used to be dispose of casualty over 30-month animals which are slaughtered
on-farm.

Mr. David Nicholson: To ask the Minister of Agriculture, Fisheries and Food what was the outcome of the Agriculture Council held in
Luxembourg on 3 and 4 June; and if he will make a statement.[31740]
Mr. Douglas Hogg: I represented the United Kingdom at the Agriculture Council on 3 and 4 June in Luxembourg. I was accompanied by my
hon. Friend the Parliamentary Under-Secretary of State, Welsh Office, and my noble Friend, the Parliamentary Under-Secretary of
State, Scottish Office.
The Council considered the proposal by the Commission to lift the EU-wide export ban on United Kingdom produced gelatine, tallow and
bull semen. This proposal had failed to attract a qualified majority in the EU Standing Veterinary Committee on 20 May, and the
Commission therefore submitted it to the Council for a decision. The proposal was supported in the Council by nine member states but
as this did not amount to a qualified majority, the Agriculture Commissioner announced that the Commission would implement the
proposal under its own powers. It is likely that this will take effect from 10 June.
I presented to the Agriculture Council the United Kingdom's comprehensive eradication programme for BSE, a copy of which is in the
Library of the House. I expect that the programme will be examined in detail by EU veterinary experts in the near future.
The Council also discussed a proposal from the Commission to increase the payments to EU beef producers by way of top-ups to the
1995 beef special premium and suckler cow premium schemes in order to give some urgent income support to those affected by the BSE
crisis. The proposal envisages in addition an allocation of Community funds to member states, based on the size of the national beef
herd, to provide further assistance to beef producers according to national priorities. The proposal also provides for an increase
in the age limit for calves brought forward under the calf processing scheme. Ministers in the Council welcomed the Commission's
proposal, though recognised that, pending an opinion from the European Parliament, it could not be formally adopted. It will be
discussed further at the Agriculture Council meeting on 24 and 25 June.
The Presidency also undertook further bilateral contacts with member states on the reform of the EU fruit and vegetable regime. It
is expected that, in the light of these discussions, a compromise proposal will be put before the late June Agriculture Council
meeting.

Mr. Ron Davies: To ask the Secretary of State for Wales what action his Department is taking to ensure that cattle trading in Welsh

Mr. Hague: The Intervention Board for Agricultural Produce is working to enable the carcases of clean beef animals over 30 months
old and cull cows to be put into cold storage until rendering capacity is available to deal with them. This should help maintain a
competitive market for these animals.

Mr. Malcolm Bruce: To ask the Minister of Agriculture, Fisheries and Food what representations he has made to the Council of
Ministers for increases in payments under (a) the beef special premium scheme and (b) the suckler cow premium; and if he will make a

Mr. Baldry: The 29 to 30 April Agriculture Council asked the Commission to suggest measures at this week's Agriculture Council to
assist beef producers affected by recent market turbulence and seek guidance on how and where the additional support should be
targeted. This may include proposals to supplement the 1995 suckler cow and beef special premiums. I am determined to explore all
possible ways of assisting producers and will be pressing for the implementation of such measures as soon as possible.

Miss Emma Nicholson: To ask the Minister of Agriculture, Fisheries and Food what considerations underlay the payment of compensation
under the over 30-month cattle disposal scheme at different prices through abattoirs and livestock markets.[28697]
Mr. Baldry: The scheme is essentially a live weight scheme and the level of compensation payable is based on live weight. In
providing for the delivery of stock direct to abattoirs where facilities for weighing live are not common, we were constrained by
the conclusions of the Agriculture Council of 1 to 3 April which implied that 1 ecu live weight was equivalent to 2 ecu dead weight.
Throughout our discussions of this scheme in the beef management committee, some member states have insisted that EU funding should
apply only to cull cows. It was not, therefore, possible to seek to negotiate a range of coefficients which reflect the different
killing out percentages likely to be seen in practice.

consumption of beef and the European Union world-wide ban on British beef exports on the United Kingdom dairy farming sector.

Mr. Baldry: The crisis of confidence in British beef and the EU ban on UK beef exports will have affected the dairy sector in
several ways. Continental markets for surplus dairy calves have been lost completely and markets at home for beef calves and store
cattle knocked back. As a result of the export ban, and national measures to keep out of the human food chain meat from animals aged
more than 30 months, there is no longer any market outlet for dairy cows which have reached the end of their productive lives.
Measures which provide alternative outlet for male pure-bred dairy calves and cattle aged over 30 months have announced by my right
hon. Friend on the 28 March and 16 April respectively.

Attlebridge tip in Norfolk.[27410]
Mrs. Browning: [holding answer 2 May 1996]:
Approximately 360 carcases of BSE suspect animals were disposed of at the Attlebridge tip between September 1988 and December 1990.
No carcases have been disposed there since 1990. Only three BSE carcases have been disposed of by burial since the end of 1991;
these were all on remote sites where the preferred option-- incineration in specialist plant--was not practicable.

producers and slaughtering sector.[25930]
Mr. Douglas Hogg: I refer my hon. Friend to the statement I made on 16 April 1996, Official Report, columns 513-16.
In addition to the support measures previously announced, particularly for the rendering industry and for the slaughter of young
bull calves, the measures set out below have now been implemented. Parliamentary approval for additional provision and for the
funding of new services will be sought in supplementary estimates for class III vote 1, intervention board--executive agency: common
agricultural policy market support and administration, and class III vote 2, Ministry of Agriculture, Fisheries and Food:
operational expenditure, agencies and departmental administration. Pending that approval, urgent expenditure estimated at £190
million will be met by repayable advances from the Contingencies Fund.
1. Supplementary compensation payments on steers and heifers--older beef cattle whose market value is greater than cull cows.
Cost: £80 million on class III vote 1. An advance from the Contingencies Fund of the full amount is required.
2. Emergency aid to the slaughtering industry, comprising two elements: (i) immediate payment to slaughterhouses calculated on the
basis of bovines slaughtered during 1995-96. Cost: £30 million on class III vote 2. (ii) purchase of unsaleable stocks of beef held
by licensed slaughterhouses and cutting premises. Cost: £80 million on class III vote 1.
An advance from the Contingencies Fund of the full amount-- £110 million--is required.
3. Scheme to purchase beasts over 30 months old and to dispose of their carcases safely to prevent beef from these cattle from
entering the human food chain.
Cost: £550 million on class III vote 1, 70 per cent. of compensation payments to be funded by the EU.

Mr. Hinchliffe: To ask the Minister of Agriculture, Fisheries and Food what action his Department has taken to trace the previous
owners of the herd of cattle containing confirmed BSE cases at Old Hall farm, Gargrave, if he will list the names and addresses of
the owners; and if he will indicate the date of birth and death of each cow. [10445]
Mrs. Browning: When a case of BSE is detected in an animal on a dealer's premises, MAFF makes every effort possible to trace the
vendor of the animal and then confirms BSE on the vendor's premises. The detailed information requested would, however be available
only at disproportionate cost.

Mr. William Ross: To ask the Minister of Agriculture, Fisheries and Food, pursuant to his answer of 14 December to the hon. Member

Mrs. Browning: In his reply of 14 December to the hon. Member for Pendle (Mr. Prentice) Official Report,
column 1094, my right hon. Friend the Minister of Agriculture, Fisheries and Food gave the number of cases of BSE confirmed in the
United Kingdom up to 8 December 1995 as 155,832. This was incorrect as the information given was for Great Britain and not the
United Kingdom. The number of cases which has been confirmed in the United Kingdom at that date was 157,480.
Up to 15 December 1995, 157,767 cases of BSE had been confirmed in the United Kingdom, and of these 133,849 were confirmed in
England, 7,508 in Scotland, 14,757 in Wales, and 1,653 in Northern Ireland.
Details of confirmed BSE cases are not recorded in a manner which permits retrieval in the format requested with respect to sex of
the affected animal. For Great Britain and Northern Ireland, up to 15 December 1995, the available data can be broken down as
follows:

Mr. David Shaw: To ask the Minister of Agriculture, Fisheries and Food what plans he has to re-assess producers' entitlement to
developers' quota from the 1993 sheep annual premium and suckler cow premium quota national reserves following the judgment of Mr.
Justice Macpherson in the English High Court on 22 June 1995; and what provision he is making to compensate producers adversely
affected by his Department's actions. [9708]
Mr. Douglas Hogg: We have today laid before Parliament the Sheep Annual Premium and Suckler Cow Premium Quota (Re-assessment of
Eligibility) Regulations 1996. These regulations put in place arrangements for the re-assessment, in England, Wales, Scotland and
Northern Ireland, of applications for "developers" quota from a special reserve using new guidelines governing eligibility. The
farming and landowning organisations have been fully consulted on the purpose and content of the regulations.
Where these arrangements adversely affect producers they will be entitled to compensation. The general principles forming the basis
of compensation as currently envisaged are as follows: 1. Producers whose applications for `developers' quota are newly assessed as
eligible will be entitled to: either
if they acquired quota by transfer or lease for any or all of the scheme years 1993 to 1996 for SAPS and 1993 to 1995 for SCPS
reimbursement of the cost of acquiring that quota up to a maximum of the amount of quota that they should have received under
category 3c; or
if they did not acquire quota by transfer or lease for all or any of the scheme years 1993 to 1995 and can demonstrate that the
eligible animals that would have been covered by that quota were retained on the holding during the relevant retention periods,
reimbursement of the value of the premium they would have received on the eligible animals during 1993 to 1995 up to a maximum of
the amount of quota that they should have received under category 3c; and
where appropriate, an award of quota in accordance with the Regulations. 2. Those individuals (or their personal representatives)
who are unable to apply for quota from the special reserve but who would have been entitled to receive "developers" quota from the
1993 national reserve had the new eligibility guidelines been used originally: will be entitled to compensation equivalent to that
in paragraph 1. 3. Where producers who have quota withdrawn from them to meet the new demand for "developers" quota: they will be
entitled to a compensation payment with which they can, if they wish, purchase quota through the open market to replace that
withdrawn, and their entitlement to 1996 SAPS payments in respect of any withdrawn quota will be honoured provided that the
producers concerned meet the Scheme rules 4. Other producers
Where producers consider that compensation not provided for in paragraphs 1 to 3 above is due to them as a result of the
re-assessment exercise, they will be able to submit details of their case for consideration by the appropriate Agriculture
Department. 5. Practical arrangements
In most cases it will be possible only to determine those who may be eligible for compensation and the amounts due once all
applications have been assessed, the final demand for quota has been established and quota has been allocated. This will not be
before the summer of 1996.
The aim is to draw up standard terms for compensation--which will be agreed with farming and landowning organisations--which will
simplify the process for claiming compensation for most farmers.

Miss Lestor: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will list (a) the amount of grants to NGOs
from the ODA and (b) the amount of UK aid money disbursed through NGOs in the last year for which figures are available. [8946]
Mr. Hanley: All expenditure from the ODA to non-governmental organisations, NGOs, is provided on a grant basis. The sum of all
grants for 1994-95 made by the Overseas Development Administration to United Kingdom NGOs for work in developing countries was
£173,124,136, as detailed in the table. The comparable figure in 1992-93 was £141,791,127, in 1993-94 it was £148,610,155.
In addition, we made grants to United Kingdom NGOs for work in eastern Europe and the former Soviet Union-- in 1994-95 amounting to
£11,989,655. The comparable figure in 1992-93 was £5,634,899; in 1993-94 it was £9,839,600.
United Kingdom NGOs also draw substantially on European Community aid programmes to which we contribute.
The table provides details of all ODA grants in 1994-95.

That this House supports the all-party initiatives of councils and the campaign group which has been established to fight for free soya-milk tokens for people receiving income support; believes that is is inherently unfair that the Department of Health welfare food scheme permits the exchange of tokens for four litres or seven pints of cow's milk for families receiving income support who have children under the age of five years, but fails to provide the same opportunity to exchange tokens for soya milk; recognises that for some children, particularly those with allergies to cow's milk, soya milk provides the only possible alternative for bottle feeding and that poorer families should not be denied access to soya milk because of unnecessarily restrictive regulations; and therefore urges the Department of Health and the Department of Agriculture to make the necessary changes to allow families to have access to soya milk.

That this House notes with concern the plight of farmers denied additional suckler cow and sheep quota because of excessively rigid rules and over-bureaucratic administration of the quota regime on the part of the Ministry of Agriculture, Fisheries and Food; applauds the Farmers Weekly 'Fair Deal' campaign aimed at helping these farmers; deplores Ministers' continuing refusal to use discretion and common sense in the resolution of this problem, in the manner of other EU member states; and calls upon the Government to break the quota log-jam by bringing new flexibility to the allocation regime.

That this House welcomes the decision of the Council of Agriculture Ministers to continue the moratorium on the use of bovine somatotropin, which has been shown to increase the incidence of painful mastitis in treated dairy cows and may cause a range of other adverse effects on cow health; further notes that the British Government voted against the moratorium; and is dismayed at the Government's complete lack of regard for the welfare of farm animals.
