Clause 32 - Borrowing by Scottish Ministers, debated and agreed to, with amendments withdrawn or negatived on division. Clause 33 - Maximum penalties which may be specified in subordinate legislation, debated and agreed to as amended. Clauses 34 to 37 agreed to. Clause 38 - Commencement, agreed to as amended. Clause 39 agreed to. New clause 18 - Orders, added to the Bill. New clause 1 - Abolition of regional Members of Scottish Parliament, discussed with New clause 2 - Regional Members of Scottish Parliament, under consideration. Progress reported.
