Mr. Rooker: My colleagues and I have had several meetings with representatives of the farming industry since 1 May. While there was
no specific consultation on the cut in the compensation rate for cull cows before the announcement, my colleagues and I are fully
aware of beef farmers' concerns over the state of the industry, and their views on the Over-Thirty Months Scheme in particular.

That this House condemns the moves made by Her Majesty's Government to cut the compensation payments to beef farmers while at the same time imposing a maximum weight per animal, which adds insult to injury to farmers who have already suffered greatly; notes that since the introduction of the over thirty month scheme in May 1996 the compensation for slaughtered cows has been cut by a third; and believes that these changes are Treasury driven and have not been made with the well-being of British agriculture in mind.

Mr. Pickthall: To ask the Minister of Agriculture, Fisheries and Food if he will make a statement on the disparity in compensation
for cull cattle between (a) small cattle, (b) Holsteins and (c) pedigree continental cattle. [6081]
Mr. Rooker: There is no disparity. At present all cattle slaughtered under the Over 30 Months Scheme attract the same rate of
compensation per kilogram. However, with effect from 4 August the payment rate for cull cows will be approximately 7 pence per
kilogram lower than the rate applying to all other cattle slaughtered under the scheme and payments will be restricted to a maximum
weight of 560 kg per animal.

Mr. Pickthall: To ask the Minister of Agriculture, Fisheries and Food if he will make a statement on the future of small weight
payments to cattle owners. [6082]
Mr. Rooker: Cattle slaughtered under the Over 30 Months Scheme are eligible for a weight-based payment, currently worth just under
65 pence per kilogram, irrespective of their overall weight. With effect from 4 August payments will be restricted to a maximum
weight of 560 kg per animal and the rate for cows will be reduced to a little under 58 pence per kilogram.

Mr. Rooker: None. The sterling value of payments made for cattle slaughtered under the Over 30 Months Scheme still represents a good
return in comparison with the market price of clean beef in the UK and cull cow prices in some other member states.

Mr. Letwin: To ask the Minister of Agriculture, Fisheries and Food if it is his policy that all cows born in a given BSE-infected
cohort within a given herd, regardless of the location of subsequent rearing, should be culled in any case where one or more cows in
such a cohort are culled under the selective cull scheme. [3916]
Mr. Rooker: The scientific basis of the cull is that animals which ate the same feed as BSE cases in the first six months of their
lives are likely to be at risk of exposure to infection through that feed. Any such exposed animals which have been sold from the
natal herd will be traced as far as possible. Those animals found alive will be restricted and slaughtered.
We intend also to include animals which were reared together in their first six months of life, irrespective of where they were
born, provided we can be reasonably sure that it was there, rather than in the natal herd, that exposure to infection took place. We
are currently seeking agreement from the European Commission that to do so would be in line with the relevant EC legislation.

Mrs. McGuire: To ask the Minister of Agriculture, Fisheries and Food on what date the most recently born bovine animal with BSE was
born; and if he will make a statement. [3508]
Dr. John Cunningham: BSE has been confirmed in a Highland cow born in Wales on 17 January 1994. This animal was two years and 10
months old when clinical signs were first observed. This is the first case of BSE in an animal born in 1994 but is unlikely to be
the last as the risk of exposure through feed was not significantly different in the early months of 1994 compared with the closing
months of 1993 when cases have already been confirmed. The dam of this particular cow is still alive and shows no signs of BSE.

beef producers based on premium claims in 1996. [2690]
Dr. John Cunningham: Regulation (EC) No.1357/96, the subject of Explanatory Memorandum 7811/96 of 3 June 1996, was cleared by the
Select Committee on European Legislation on 5 June 1996 and adopted by the Council of Ministers on 8 July 1996. It contained a range
of special measures to assist beef producers and included provision for supplementary payments to producers pro rata to their
entitlement to subsidies under the Beef Special Premium and Suckler Cow Premium schemes in the 1996 scheme years. Provisional
payments could however be based on 1995 claims so as to provide urgent financial support. At the time of payment if was made clear
to producers that adjustment would follow to reflect the position relating to 1996 subsidy claims. Beef producers who are being paid
these subsidies on fewer animals in 1996 than in 1995 will be required to repay the supplement relating to the difference in
numbers. Wherever possible, such overpayments will be deducted from balance payments due under the 1996 beef schemes. All monies
recovered under this exercise will be re-distributed to those beef producers who qualified for subsidies on more animals in the 1996
scheme years than in 1995.

Until November 1994, with the exception of BSE and scrapie, none of the other TSEs were notifiable. On the other hand, the
Government believe that most cases of TSE have been reported to Agriculture Departments and epidemiological investigations have been
carried out where possible. With respect to exotic ruminants, risk of infection was primarily associated with consumption of feed,
often produced for cattle, which contained meat and bone meal (MBM). With respect to exotic felines and domestic cats, the risk was
considered to be associated with consumption of central nervous system tissue which could legally be fed to them until it was banned
in September 1990.
No cases of TSE have been found confirmed in canines, although a case of spongiform encephalopathy in a Norwegian dog showing a
spongiform change in the brain is under investigation. This is not yet confirmed and speculation about its origin delayed until
results are available.

Mr. Rooker: Shropshire beef farmers continue to benefit from the considerable volume of public expenditure which is being used to
underpin the beef market, through the Over Thirty Month and Calf Processing Aid Schemes, and the extended intervention arrangements.
In addition, they continue to be able to claim for Beef Special Premium, Suckler Cow Premium and Hill Livestock Compensatory
Allowances, through which they received over £13 million in 1996-97.

Mr. Campbell-Savours: To ask the Minister of Agriculture, Fisheries and Food what incidence of BSE-related contamination in dairy
products has been reported to his Department in each of the last three years; and if he will publish such reports. [40]
Mr. Rooker: No BSE infectivity has ever been detected in cows milk including milk from animals clinically affected by BSE, nor has
it been found in bovine mammary gland tissues.
