Mr. Baldry: This measure was brought in to help ensure the smooth running of the over-30-month scheme by improving access for
producers and preserving historic patterns of trade. It is provided for by article 3 of EC regulation 716/96, which requires the
United Kingdom to adopt all necessary measures to ensure proper application of the scheme.

Mr. Hague: I refer the hon. Member to the reply given by my right hon. and learned Friend the Chancellor of the Exchequer on 24 July
1996, Official Report, columns 532-33. Subsequent to that reply, additional expenditure has been agreed as follows: Approximately
£160 million from EU funds for direct support to UK beef producers. Over £100 million--of this, £10.46 million in Wales--has already
been disbursed through supplementary payments to the beef special premium and suckler cow premium schemes and through the beef
marketing payments scheme. Some £89 million from national funds for direct support to UK beef producers. £60 million of this sum has
been earmarked for distribution to eligible cattle producers under the 1997 hill livestock compensatory allowance scheme. £16.6
million for extra cold storage capacity to help reduce the backlog of animals awaiting slaughter under the over-30-month scheme.
Disaggregated levels of expenditure for Wales are not held by the Intervention Board Executive Agency which is responsible for
running the majority of BSE-related schemes in the UK. A detailed breakdown of the latest BSE expenditure forecasts will be given in
the Chancellor of the Exchequer's forthcoming Budget statement.

Mr. Martyn Jones: To ask the Secretary of State for Wales what representations he has received relating to problems faced by Welsh

Mr. Jonathan Evans: We have received a number of representations from farmers. The Intervention Board has instructed abattoirs to
source 50 per cent. clean cattle and 75 per cent. cull cows from markets, in line with historical patterns of marketing. From 4
November only registered animals will be slaughtered until the backlog is cleared; this will enable the Intervention Board to target
those areas of Wales where there is greatest need.

Mrs. Browning: There are currently no accurate statistics available on the number of closed herds. The Agricultural Development and
Advisory service estimates that the percentage of UK herds that are closed (i) in the beef and dairy sectors are:
Dairy herds 45-55 per cent closed
Beef herds (suckler cows): 5-10 per cent. closed (i) that is herds which have not brought in any female animals in the last five
years.

Mr. Hardy: To ask the Minister of Agriculture, Fisheries and Food what steps he will take to ensure that smaller beef producers are
not made bankrupt by the present BSE eradication arrangements; and what assessment he has made of the extent to which beef producers
are making a loss when steers are marketed. [38096]
Mr. Baldry: [holding answer 22 July 1996]: I am fully aware that current market prices for all beef cattle are substantially lower
than those at the same time last year and am conscious of the enormous strain this has put on beef producers.
The Government agreed a package of addition support measures for beef producers at the June Agriculture Council worth some £110
million in the UK. Most of the money, some £81 million, is being paid as supplements under the beef premium schemes. A large
proportion of the income of beef producers comes from suckler, cow premium, beef special premium and HLCA payments. Increases in
these payments are therefore reducing the impact of lower cattle prices on producers incomes. Over 90 per cent. of claimants will
have already received their supplements. The remainder will be paid by early October.
The Government have also arranged for beef producers to receive 80 per cent. rather than the normal 60 per cent. rate of advance
payments under the beef premium schemes from 1 November. This should ensure additional funds are in the pockets of beef producers in
the crucial autumn period.
In addition, some £29 million has been made available under the 1996 beef marketing payment scheme. This money is being distributed
to beef producers according to the number of adult clean cattle--including steers, heifers and young bulls--sold in the period 20
March to 30 June (inclusive) for slaughter for human consumption. The application period for this scheme closed on 23 August and
payment will be at a flat rate of £66.76 per eligible animal. The first payments under this scheme began earlier this month and it
is hoped they will be completed by 15 October.
While the measures that I have outlined should relieve some of the financial pressures currently facing the beef industry, they are
not designed as compensation for the fall in market prices. They are market support measures designed to ensure the survival of the
industry. In the longer term, we would hope that as public confidence increases and the market adjusts to the situation, the incomes
of beef producers will gradually recover.

Nine complaints were received by the MAFF adjudicator, all of which were resolved. {1} The total percentage has been calculated by
setting the entire number of applications or claims cleared within the target time against the total number received. Applications
and claims not cleared due to reasons beyond our control--such as incorrect information supplied by applicant--are not included as
failures to meet target. {2} The failures resulted from unforeseen administrative complexities in checking all claims to the
exacting standards required under the integrated administration and control system--IACS--rules.
{3} The period covered is January to December 1995.
{4} The period covered is November 1994 to June 1995. The high number of failures was due to the payment round being initially
delayed due to the regulation coming into force later than usual and because of problems with the digitisation of less favoured area
land from 1994 IACS records which required the manual checking of over 35,000 individual fields.
{5} Final payments made by 30 April 1996.

Mr. Campbell-Savours: to ask the Minister of Agriculture, Fisheries and Food to what extent (a) antibody and (b) other research
carried out at the central veterinary laboratory into the infectivity of BSE in the ileum indicates infectivity of BSE eight months
prior to an animal displaying clinical signs of BSE.[32324]
Mrs. Browning: [holding answer 17 June 1996]: No PrP antibody test has been established that in BSE can specifically detect the
altered protein in the ileum-- assuming the protein to be a proxy for infectivity. Further work is planned in this area.
Research at CVL into infectivity of BSE in the ileum has been confined to mouse bioassay of this tissue from cattle experimentally
infected by oral dosing using a large dose of affected cow brains. Groups of infected cattle were then killed at sequential four
month intervals and their tissues were sampled for bioassay of infectivity. Results of the study are incomplete, but so far
infectivity has been detected in ileum of cattle from six months to 18 months after dosing. Those cattle which remained in the study
developed clinical signs of BSE at 35 to 37 months after dosing. The results of assays started after 18 months post challenge are
not yet available. Thus the studies indicate that, under these specified experimental conditions, infectivity is detectable by
bioassay in mice from six months to at least 18 months after dosing.
There is no evidence from the research or otherwise at present that infectivity and/or the altered PrP protein in BSE can be
detected eight months prior to the onset of clinical disease.
