Safety of Rwanda (Asylum and Immigration) Bill

The Minister will not be able to answer this, but I would appreciate it if he could write to me and the House on it. He keeps referring to the treaty saying “must”. There is a difference between “must” and “shall”. In law, “must” is an absolute

obligation. Article 13(1) says that Rwanda they “shall” take necessary steps, not “must”. Will he write to me, as I have the treaty here and it says something different from what he has said three times from the Dispatch Box?
