My Lords, I do not wish to pursue that course at all. I am not one of the proposers of this amendment; I am merely supporting it.
The arguments that I am adducing relate to the state that this country would be in if it issues forth into the world and says it has an absolute right to interpret a United Nations convention which it ratified many years ago, and which it has supported through thick
and thin ever since, and now wishes to contradict. That is a serious matter and I do not believe that the arguments of the noble Lord, Lord Howard, ought to carry weight, because the implications of them for our position in the world and our support for a rules-based international order would be extremely damaging.
