I apologise for interrupting the Minister. I am very grateful for his response; I am sure that the noble and learned Lord, Lord Bellamy, would have responded in the same way. What is happening in practice and on the ground with front-line services—in the police and the criminal justice system—does not reflect what the Minister just said at the Dispatch Box. The problem over the last few years has been trying to

make that happen, which is why we believe that stalking needs to be added to the duty. Can he reassure me, in other ways, on how the actual practice will change? Therein lies the problem.
