My Lords, I thank those who have spoken in this debate, and the Minister for her full explanation of the position taken by her department. I have no intention of pushing this beyond the discussion that we have had, but I look forward to any further suggestions coming from the Government on Report, such as a definition of “beam”, which I would welcome.
