Well, for all the reasons that I have given. I do not want to repeat my speech to the noble Lord. The effect of the proposed new clause,
the effect of giving Parliament the ability to say, “You cannot bring the negotiations to an end”—not just once, but twice or three times, or four times or any number of times; that is all in the new clause—is to intrude Parliament into the negotiating process. It is wrong, it is improper and it should not be in the Bill.
