I am grateful to the noble Lord, Lord Young of Norwood Green, for his very helpful intervention. In addition, local authorities will of course be best placed to decide where best to store the reusable soil, whether it be spoil or topsoil. The important point also to make, and which I hope will reassure the noble Lord, is that the nominated undertaker would be required to get disposal plans approved by qualifying local authorities. As the noble Lord, Lord Young, said, it would not be possible for contractors

just to dump it or leave it anywhere they felt like. I hope that, on that basis, the noble Lord will feel able to withdraw his amendment.
