I am grateful to the Minister, who perhaps lulled me into a false sense of hope and optimism by saying that the Government are not “currently” minded to agree to this. We clearly do not want to go back more than 200 years—I think the law was aimed at dealing with soldiers returning from the Napoleonic wars and begging in the streets—but where it is a question of discrimination against the black community perhaps we can do some work and target any future consideration more accurately.
