My Lords, in moving Amendment 73, I will speak also to Amendments 74, 75 and 76. I can be brief. These amendments add further conditions to Clause 50, which provides for circumstances in which a telecommunications operator may intercept communications in response to a valid overseas request. The additional conditions clarify that the Secretary of State must designate those international agreements to which this clause applies and require that the interception must be for the purpose of obtaining information about communications of people known, or believed to be, outside the United Kingdom.
