My Lords, I want to add little to what my noble friend Lord Lea has said, but I do think it is a question that needs a serious answer. It does not take much imagination to see how such investment could be used by certain facilities to further enhance the advantages they already have, and therefore a serious response is needed. We look forward to hearing it.
