I am grateful to the noble Lord. As he knows, I do favour that. I believe that the Liberals favour having a constitutional convention and the Labour Party favour having a constitutional convention. Perhaps if we called it something else—let us call it a constitutional convocation or a bright idea—perhaps then we could get a consensus. I absolutely agree with the noble Lord: these things need to be considered; they need to carry wholehearted agreement;
and, of course, with each step along the road that is made without thinking of the long-term consequences, it becomes even more difficult to unravel and create a proper settlement. So I entirely agree. On that note of consensus, I hope I have persuaded the Minister to withdraw this ridiculous order.
