I apologise for bobbing up constantly but the noble Lord will understand that I am trying to catch information as rapidly as I can to ensure that we do not leave him with an inaccurate picture. In terms of that sign-off to which I referred a few moments ago, if the land is surplus, it is the Minister for the DCLG who provides the signature in all cases.
