I fully support the Bill, but if we are going to go into history, it is terribly important to remind ourselves of the reason why the prohibition against a Catholic was brought into English law in the first place. It has its origins in the bull Regnans in Excelsis of Pope Pius V in 1570, which absolved all English Catholics of any responsibility to obey the laws of the English realm, and indeed placed any English Catholic who so obeyed under the possibility, indeed, the likelihood, of excommunication. It was
that bull that was used as the justification for the rebellion against the Crown in Ireland. That is the historical reason. I am not saying that it necessarily applies to where we are today, but if we are going to revisit history, it is important that we do so accurately and understand why these things entered into our historical experience.
