My Lords, we are very grateful to the noble Baroness for giving us so much detail as to how the reformed regime will work. However, I cannot help but observe that she spoke for 27 minutes but did not give us a single shred of evidence as to why the existing planning regime is halting or delaying the rollout of superfast broadband to the national parks or to areas of outstanding natural beauty. I will ask a direct question: does she have any evidence that she would like to share with the House as to how the current planning regime is delaying the rollout of superfast broadband in the national parks or in areas of outstanding natural beauty?
