Will the Minister also be good enough to explain to the Committee why it is acceptable for the Government to use the Bill to alter

the effect of the Public Bodies Act, whereas it is not acceptable for the Opposition to use the Electoral Registration and Administration Bill to alter the effect of the Parliamentary Voting System and Constituencies Act?
