Queen's Speech

The noble Lord, Lord Foulkes, refers to the West Lothian question. The noble and learned Lord, Lord Irvine of Lairg, said that it was a

question that was better not asked. In the House of Commons—and it is entirely a matter for them—they are looking at it to see what solutions they can bring. Those are solutions for another place; they are not for us.
