If he uses those very words—forgive me for putting them into his mouth, Madam Deputy Speaker—that would also help. These are going to be rarely used, particular powers associated with regulatory or legal functions of local authorities, not permissively available to those local authorities at their whim. That is clear as crystal, is it not?
