The right hon. Lady is making a powerful speech and has concentrated on the ethics of policing in a constructive way. The Government are introducing the duty of candour, which we welcome, although there has to be concern about how that fits within the overall structure of the language of ethical policing, which is important. She will be familiar with the work of the College of Policing and of His Majesty’s inspectorate of constabulary and fire and rescue services and its chief inspector, former police constable Andy Cooke, who has been doing a great deal of work on this. It has to be

deliverable. We are learning lessons from Hillsborough and other reports in the past, but we need specifics about what this means in practice.
