Let me just finish addressing the issues that have been raised. I should point out that the Speaker, who is of course elected by the whole House, is already required to certify Bills, such as money Bills—I am sure that some Scottish MPs may remember the Scottish Grand Committee being convened, but I do not think it has been in over a decade. However, the situation has not proved problematic so far. There have been no legal challenges, and during a Committee on the Floor of the House, the Speaker selects the amendments on which there will be votes, so in effect he already has the power to decide who can amend laws.
