Does my hon. Friend agree that we also need an England level of decision making when it comes to strategic railways, strategic roads and major health policies? We already have that in Whitehall Departments, but is there not a fundamental injustice if

Members of Parliament from other parts of the United Kingdom can vote on such issues when they are England-only issues handled by England Ministers?
