I have a simple inquiry, as I genuinely do not understand why the clause as drafted states that if someone is going to be relocated 190 miles away that can be imposed by the Home Secretary, but if they are

going to be relocated 205 miles away it has to be a matter for agreement. I do not understand the logic in that provision at all.
