No doubt the Minister will correct me later if I am wrong, but I believe that Professor Chris Elliott said he was loth to include the full recommendation in the interim report—that is, the recommendation that all the responsibility should be returned to the FSA—and made clear that that was because of the political difficulty of doing so. I make that point purely for the sake of accuracy.
