The new clause is not an attempt to change the basis of prosecution; we simply wish to toughen up the sentencing. Our new clause would not change the basis for prosecution of someone carrying a knife, so a tradesman carrying his tools or—the Deputy Prime Minister seemed overtly worried about this—someone carrying a small penknife is excluded from the proposal by existing legislation.
