Local Audit and Accountability Bill

Proceeding contribution from Clive Betts (Labour) in the House of Commons on Tuesday, 17 December 2013. It occurred during Debate on bills on Local Audit and Accountability Bill.

I have heard what the Minister has said about transparency of contracts, but is he saying that if a local authority goes about formulating a contract in the right way, the public—it is they who are important—could be entitled

to as much information about the spending of their money through a contracting process as they would be if the service was delivered by a local authority directly?
