My hon. Friend the Member for Harrow East (Bob Blackman) may have accepted this amendment, but I am not sure that I shall accept it as easily. May I therefore suggest that my hon. Friend the Member for Christchurch (Mr Chope) does not move on quite so quickly, and instead outlines the reasons why this is necessary, because I do not see why?
