I entirely agree with my right hon. Friend’s critique of the legislation and, in particular, with what he is saying about clause 36, but is not the position even worse than he is suggesting? The Government have failed to explain to the House why the changes are necessary in the first place. We have not got a clue what problem they are trying to solve.
