Does the hon. Gentleman believe that, when the Prime Minister said that the next big scandal to break out in British politics would be lobbying—all hon. Members agreed with him—the Bill was what he envisaged? With all the problems and challenges the country has, does the hon. Gentleman believe that this little piece of legislation is necessary?
