Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Bill

What the right hon. Gentleman say is of course correct. Why, if he believes there should be greater alignment between the two areas of expenditure, does he want to introduce a staff cost to the voluntary sector that does not apply to political parties? He cannot have it both ways.
