My concern is that the Bill is so narrowly defined it is not worth having unless we expand it, although part of me does not wish to expand it at all. My hon. Friend the Member for Chatham and Aylesford (Tracey Crouch) and the hon. Member for Dunfermline and West Fife have said that it is influence of those at lower levels, not of the permanent secretary or the Minister, that is most important, but that is not captured in the Bill and that is what concerns many of us.
