Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Bill

The charitable sector is concerned about the issue, first, because the expenditure limits are tighter and will be policed, enforced and regulated in a different way and, secondly, because included in the normal expenditure envelope is stuff that has not been there before, such as staffing. In effect, that reduces charities’ ability to campaign. That is part of the rich diversity of our political life leading into a general election and it is being reduced. If the Leader of the House feels that

that is not his intention, I am sure that everyone in the House would welcome clarification by amendment as the Bill makes progress.
