To respond to the question asked by my hon. Friend the Member for Banbury (Sir Tony Baldry), we believe there is both the exemption that Members of Parliament are not caught because they are not engaged in the
business of lobbying and also the specific exemption in relation to representing constituents, but I will repeat what I have just said: if there is any doubt about this matter, we will come back to the House and put it beyond doubt. So I do not think colleagues should continue the debate about whether Members of Parliament are caught or not, as we will look at that.
