Gentleman out here, if he had been in the Chamber this time last year, he would recall the Chancellor of the Exchequer saying in respect of LIBOR rigging that he had referred the facts in those cases to the Serious Fraud Office, which is, as we speak, still undertaking a review. Before the hon. Gentleman says, “Why haven’t the Government done anything?” let me remind him of the core principle under the British constitution of the independence of prosecutorial authorities from Ministers. Will he concede that?
