I cannot answer that because the council is not a body of Government; it is independent of Government. Perhaps my hon. Friend needs to have a discussion on this matter with Michael Seals, the chair of the Animal Health and Welfare Board for England. I am happy to try to arrange that for him if it would help. As I said, it would be wrong for me as a Minister to assume responsibility for something that is not within my control, but I am, none the less, happy to try to oil the machinery that allows him to get the answers he wants.
