Dog Control and Welfare

I will certainly discuss with my noble Friend whether the matter commends itself to him, and he will need to work on it with other Departments. I can see the strength of the sentiment behind being very clear about how we bring together holistically the various elements relating to dealing with dogs. I simply reject the view that we should spend a lot of parliamentary time on trying to fit together various bits of legislation that do not fit well together, some of which have criminal standards of proof and some of which have civil standards of proof.
