I am grateful to the hon. Gentleman for giving way twice, but I believe that we have time to debate these matters, which is a good thing. Does he agree that, if at all possible, such issues should be framed in legislation to keep people out of court but to have the desired result? A system of police warning, followed by a ticket with a substantial fine, if breached, would be one way of doing that.
