As with driving offences, we must differentiate between those people who are deliberately setting their dogs on other people and deliberately training their dogs to be vicious and to be attack dogs, and those people who have not cared for their dog appropriately, with the result that the dog becomes vicious. Two years in jail is inadequate, as the hon. Lady said, particularly for those people who have deliberately set out to use their dog as a weapon.
