Could the Government make good that slight on the Committee by introducing draft guidance—they have plenty of time—on the provisions introducing not dog control notices but other measures? Then we could see the draft guidance not on Report but in Committee. There will have been plenty of time, and then the Committee could give it the scrutiny that it has given to the wider range of measures needed.
