Crime and Courts Bill [Lords]

My question is a simple one. Why did the Minister not table new clause 3 in Committee and allow the Committee to scrutinise in detail and in depth the proposal that he is now making? He will remember the exchanges that he had with various Members in Committee. It is disingenuous to table the new clause on Report and not to have

allowed the Committee to have a detailed debate. He has been doing a lot of reflecting. Why did he not reflect on the detail of the debate that we could have had in Committee?
