Antarctic Bill

I want to press my hon. Friend. My last intervention encouraged him to say how much he disagreed with my amendment, but I was not asking him whether he agreed with it. I simply asked whether, if I were able to persuade the House of the merits of my amendment—notwithstanding the fact that my hon. Friend would be in the opposite Lobby on any Division—it negate the need for a cost-benefit analysis. Is clause 5 the reason why we need a cost-benefit analysis? That is the point of my probing question.
