The hon. Gentleman makes a fair point. There might be a sudden upswing in Croatia’s economy. However, rather than running the risk that there might

not be such an upturn, the amendment would leave it open for this country to put in place a different set of criteria to ensure that the transitional arrangements could be kept in place until we were sure that the upturn had happened, rather than when we merely thought that it might happen.
