My noble and learned friend is describing what has been the habit of the use of Section 30 orders, but Section 30 states: "““Her Majesty may by Order in Council make any modifications of Schedule 4 or 5 which She considers necessary or expedient””."
Therefore, it can be used for both devolved and reserved matters.
