I hope that the Minister will forgive my ignorance on this matter, but he put forward in support of his argument the power under Section 30 of the Scotland Act. My noble friend Lord Forsyth was looking at that, as am I. Section 30(4) states: "““An Order in Council under this section may also make such modifications of—""(a) any enactment or prerogative instrument (including any enactment comprised in or made under this Act), or""(b) any other instrument or document””."
