My hon. Friend will know from looking at these petitions that as long ago as 2003, on the application of Robert David Oddy v. Bugbugs Ltd, the courts suggested that primary legislation would be required. Is he of that opinion and, if so, would he suggest that it should apply right across the country, and why does he not start putting pressure on the Government to bring forward that legislation?
