London Local Authorities and Transport for London (No. 2) Bill [Lords]

I thank the hon. Gentleman for his intervention. The reality, of course, is that this legislation is being promoted not by the Government, but by London local authorities and TfL. They have been subject to considerable pressure from the pedicab trade, and most of the people concerned are individuals who ply their trade.
