London Local Authorities and Transport for London (No. 2) Bill [Lords]

Taking my hon. Friend's point, if there is a case for decriminalisation, surely the best way of proceeding would be for the Government to introduce national public legislation enabling local authorities to enter into decriminalisation of these offences if they wish, instead of the piecemeal bottom-up job that my hon. Friend is trying to promote.
